I wonder where PA is on the map. The situation becomes also much more complicated with regard to ESL learners as they are learners in transition - where is the standard crossing there?

PA did not participate in the MAP but every school in PA will know the level of proficiency expected. It is my understanding that there are no exceptions made for ELL students other than schools are given three years before they must report out on ELL students.
